Partial update of renewable energies of the Leipzig-West Saxony Planning Association

The well-known prevention??? Since the end of August, participation in the rough draft of the partial update "Renewable Energies" of the Leipzig-West Saxony Planning Association has been underway. The current draft does not bode well.

Since the end of August, the participation process for the partial update "Renewable Energies" of the Leipzig-West Saxony Planning Association has been underway and this much can already be determined... this partial update is not in line with the expansion of wind energy. The political direction in Saxony with regard to the expansion and use of renewable energies is well known and it is repeatedly made clear to the public from the State Chancellery and the Saxon State Ministry for Regional Development that renewables and their expansion do not have the highest priority. However, it is astonishing how one can close one's eyes to such a wide range in view of the federal government's legal requirements in connection with the expansion of renewable energies and, in particular, the climate targets set by the federal government.

Even if it is currently only a rough draft, it is to be hoped that as many actors as possible will participate now and oppose this "prevention plan".

This obstacle can already be seen in the fact that the current draft aims to create so-called exclusion areas for wind turbines. How this planned regulation is supposed to be compatible with § 249 (3) BauGB apparently only knows the planning association itself.

In addition, it is noticeable in the current rough draft that the planning association intends to exclude municipal land-use planning. Consequently, the municipalities are to be deprived of the opportunity to carry out municipal land-use planning within the future exclusion areas in order to independently create building rights for wind turbines.

Following on from the above two aspects, it would have been expected that the priority areas would be generously designated in return. But this would only have been expected... in fact, a restrictive designation of the priority areas is planned.
